Senior Civil Engineering Designer

Carmen is a Senior Designer with 17 years of civil engineering design experience, including transportation design experience on local, state, and federally funded transportation projects in Tennessee, Alabama, Florida, and North Carolina.  Mrs. Harvey’s expertise lies in the geometric design of roads and highways (urban & rural) using Microstattion; stormwater management and hydrology modeling;  traffic design (Synchro, HCS +); roadway signing and striping plans in accordance to MUTCD standards; traffic control (design & construction phases); GIS (ArcGIS); cost estimation; processing of survey data; and development of preliminary, right-of-way, and construction plans.  Over the last decade, Carmen has served as the Transportation Designer on several Local Programs and roadway improvement projects for the multiple local and state agencies where she participated in design and project cost estimates.  She has also served as Lead Designer on several roadway design projects for the Tennessee Department of Transportation.
